The project you will be working on:
The Ontario Line (“OL”) is a fully integrated, stand-alone, rapid transit system that connects Ontario Science Centre to the Exhibition and Ontario Place grounds. The Northern Civil, Stations and Tunnel (“NC”) project consists of approximately 7 kms of underground subway and elevated guideway, with stations along the segment providing connections to surface bus and streetcar routes. The NC project has been divided into two main progressive design-build contracts: (1) the Elevated Guideways and Stations Contract (“EGS”) and the Pape Tunnel and Underground Station Contract (“PTUS”), with supporting Early Works.
Key responsibilities:
- Own the QMS: Develop, implement, and maintain the project Quality Management Plan aligned to ISO 9001 and PDB/DMCA obligations; cascade processes to subcontractors and suppliers.
- Inspection & test planning: Lead creation and approval of ITPs, hold/witness points, method statements, and checklists for civil/structural, stations, systems interfaces, and finishes (e.g., concrete, reinforcing, structural steel, welding, waterproofing, track support, architectural).
- Design quality: Oversee design verification/validation processes, design reviews, constructability and maintainability checks, and configuration control with the design lead (WSP) and construction JVs.
- Materials & workmanship compliance: Ensure conformance to CSA/OPSS/TBM/Metrolinx standards (e.g., CSA A23.1, CSA G40.21, CSA W59/W47, OPSS for concrete/structures), manage laboratory testing, and certify results.
- Non-conformances: Lead NCR/CAR processes, root-cause analysis, corrective/preventive actions, and trend reporting.
- Supplier quality: Prequalify and audit vendors/fabricators (e.g., steel, precast, bearings), review MTRs/WPS/WPQRs, and manage FATs/SATs.
- Documentation & turnover: Establish records management, DIT/DITR packages, as-built verification, O&M manuals, asset data, and handover dossiers in line with Metrolinx requirements.
- Interface management: Coordinate with Owner’s Representative, Independent Certifier, safety/environment teams, and adjacent contracts (e.g., OMSF, Eglinton Crosstown interface) to align quality interfaces and acceptance criteria.
- Commissioning readiness: Define quality gates, punch-listing, and acceptance testing protocols through trial running and revenue-service readiness.
- Culture & training: Deliver toolbox talks and targeted quality training to site teams; drive a “Right First Time” culture.
Preferred Qualifications:
- 10+ years’ QA/QC experience on large transit/bridge/infrastructure projects; 5+ years in a QC Manager or equivalent leadership role on design-build/P3/PDB work.
- Degree/Diploma in Civil/Structural Engineering or Construction Technology; P.Eng., CET, or international equivalent preferred.
- Proven mastery of ISO 9001 QMS, ITP development, construction materials testing, and turnover on multi-discipline projects (guideway/bridges + stations).
- Familiarity with Ontario/Canadian standards and owner specs: Metrolinx/IO requirements, OPSS, CSA (A23.1, G30.18, G40.21, W47/W59), ACI/AASHTO exposure an asset.
- Strong auditor credentials (internal/external); NCR/CAPA leadership and data-driven trend analysis.
- Excellent coordination and communication skills across design, construction, suppliers, and Owner/IC stakeholders.
Nice-to-have:
- Experience on GTA mega-projects or Metrolinx work.
- Welding inspection (CWB), concrete field testing, or bridge inspection certifications.
- Digital QA tools (EDMS, BIM-based QA, Power BI) and data/asset turnover standards.
