GENERAL DUTIES
Project Leadership & Strategy
- Lead the end-to-end implementation of the ERP system, ensuring the integration of Finance, Procurement, and HR modules across various municipal departments.
- Develop and execute a comprehensive project plan, including timelines, resource allocation, risk management, and key performance indicators (KPIs).
- Serve as the primary point of contact for all project stakeholders, including senior leadership, business units, and external consultants/vendors.
- Oversee project governance, ensuring alignment with organizational goals, objectives, and standards.
- Engage and collaborate with key internal stakeholders to understand business requirements, challenges, and ensure the ERP system meets business operational needs.
- Build and maintain relationships with external vendors, consultants, and third-party service providers to ensure project and contractual milestones are met.
- Regularly communicate project status to executive leadership, identifying risks, managing expectations, escalating issues, and proposing solutions as needed.
- Oversee and track the project budget, ensuring cost control and timely resolution of any financial discrepancies or challenges.
- Ensure rigorous quality assurance and testing procedures are followed throughout the implementation process.
- Oversee the development of training materials and user support programs to ensure smooth adoption across all relevant departments.
- Coordinate technical tasks such as data migration, technical integrations, and system configuration with IT teams.
- Proactively identify, assess, and mitigate risks across organizational, technical, and operational domains.
- Lead change management efforts, guiding the organization through the cultural shift and ensuring successful adoption and implementation of the new ERP system.
- Conduct post-implementation reviews to assess the effectiveness of the ERP system and drive continuous improvements.
- Build, manage and mentor a cross-functional results-oriented project team, ensuring all members understand their roles, responsibilities, and project goals.
- Foster a collaborative and high-performance environment to drive the success of the ERP project.
- Ensure the team is adequately trained and resourced to meet project milestones and objectives.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Qualifications
- A University Degree in Business, Commerce, Information Technology or a related field with related progressive extensive experience at a senior level preferably in the municipal or government sector. A Master’s degree or Project Management Professional (PMP) certification is an asset.
- Proven leadership in ERP implementations specifically in Finance, Procurement, and Human Resources modules.
- Strong understanding of ERP software solutions, including but not limited to SAP, Oracle, Microsoft Dynamics, or Workday.
- Demonstrated experience managing multi-million-dollar budgets, with a track record of delivering large-scale complex information technology projects on time, scope and budget.
- Expertise in change management, stakeholder engagement, and executive-level reporting.
- Strong knowledge in project management methodologies (e.g., Agile, Waterfall) and tools (e.g., MS Project, JIRA).
- Excellent problem-solving and analytical abilities, with the ability to anticipate issues and proactively manage solutions.
- Exceptional communication (verbal and written), negotiation, organizational and leadership skills to effectively manage cross-functional teams and executive stakeholders. Well-developed presentation skills with the ability to articulate messages clearly and effectively to a variety of audiences.
- A strategic thinker with the ability to see the bigger picture and balance competing priorities and to drive strategic vision and operational execution.
- Knowledge of municipal operations and governance structures is an asset.
- Proven track record of team leadership, consensus building amongst diverse cross-boundary teams. Strong conflict resolution, mediation and facilitation skills.
- Demonstrated strategic insight, innovation and critical/analytical decision-making skills. Advanced ability to build evidence-based proposals and link strategies and planning to business objectives, and strategy development.
- Demonstrated skills in managing change initiatives, and in facilitating efforts across departments.
- Demonstrated knowledge and experience with high quality customer-focussed service delivery, principles and practices.
- Ability to be flexible and to change priorities to meet constantly changing demands and ambitious deadlines.
- Must possess excellent interpersonal skills, with proven experience in providing strategic advice to senior leadership.
