Overview

Reporting to the Supervisor, Development Charges, Programs & Policies, the Senior Financial Analyst provides policy and financial analysis, scenario planning, and strategic advice on the Development Charges and Community Benefits Charge portfolios. The role involves developing support for managing these charges, funding scenarios, and ensuring financial sustainability of city services. The analyst also manages agreements, oversees obligations, and supports policy compliance, emphasizing customer service and best practices.

Responsibilities

  • Support development and management of the Development Charges and Community Benefits Charge programs, including policy development, revenue collection, reporting, reserve management, and debt management.
  • Advise on interpretation and compliance, support agreement negotiations, and monitor performance.
  • Develop and oversee financial policies, procedures, and internal controls to ensure accountability and risk management.
  • Create long-term financial plans, manage reserve strategies, and support budget processes.
  • Coordinate debt issues, provide analysis for debt forecasting, and support strategic reporting for management and Council.
  • Lead special studies and policy reviews, ensuring accuracy and compliance with changing legislation and strategies.
  • Monitor vendor performance and support public meetings and presentations.
  • Develop financial tools, reports, and communication plans to support city initiatives.
  • Assist in infrastructure subsidy program development and ensure adherence to budgets and schedules.
  • Perform other related duties as assigned.

Qualifications

  1. Post-secondary education in a relevant field, with professional accounting designation (CPA, CFA) or equivalent experience.
  2. Strong knowledge of GAAP, financial analysis, and modeling.
  3. Experience with municipal budgets, debt management, and regulatory statutes like the Development Charges Act.
  4. Excellent communication, project management, and policy development skills.
  5. Proficiency in computer applications including Word, Excel, PowerPoint, Outlook, and financial systems.
