Job Description

The Department of Infrastructure (INF) provides high quality services to the public and Government of the Northwest Territories’ (GNWT) departments, boards and agencies including the planning, design, construction, acquisition, operation and maintenance of public transportation infrastructure and the buildings, works and equipment required for the GNWT to deliver its programs and services. INF makes essential petroleum products available for sale to the public where these products are not provided by the private sector, and promotes the development and increased use of energy efficient technologies. INF also regulates electrical and mechanical safety services and licenses individuals and vehicles operating in the territory.

The Director, Strategic Infrastructure plays a pivotal role in shaping the future of the Northwest Territories by leading federal negotiations and managing complex funding agreements that drive transformative strategic infrastructure. Reporting directly to the Assistant Deputy Minister, Energy & Strategic Initiatives, this senior leader provides vision and direction in securing and overseeing multi-party funding for major public infrastructure projects, including transportation, research, and development initiatives. Based in Yellowknife, the Director will be at the forefront of advancing investment opportunities that influence the design, environmental assessment, and delivery of strategic infrastructure across the NWT. This role requires occasional travel within the Northwest Territories and across Canada to represent the GNWT and strengthen federal, Indigenous, and stakeholder partnerships.

The position will lead and direct federal engagement and transformative strategic infrastructure project planning, environmental assessment and permitting initiatives, through to the formalizing of federal funding agreements including working with Indigenous governments, stakeholders, GNWT departments and the media. Direct responsibility for $100M in capital projects and oversight of $1.3B in federal funding agreements.

The position collaborates with and provides essential support to other divisions of the Department of Infrastructure in transitioning approved projects to other resources within the department for procurement and project management during construction. The scale and complexity of projects (often exceeding $500 million).

Key Responsibilities:
- Lead the negotiation and administration of federal agreements and funding arrangements to support strategic infrastructure investment.
- Provide leadership and strategic advice for securing and managing multi-party funding for public infrastructure and research initiatives.
- Direct federal engagement, project planning, environmental assessment, and permitting processes for transformative infrastructure projects.
- Collaborate with Indigenous governments, stakeholders, GNWT departments, and the media to support project development and funding agreements.
-Ensure smooth transition of approved projects to other GNWT divisions for procurement and project management during construction.
-Represent the GNWT in federal negotiations and build strong relationships to advance territorial infrastructure priorities.

Key Qualifications and Skills

• A degree in Public Administration, Business Administration, Engineering, Planning, Natural Resources or Environmental Management, or a related field.
• Minimum of Ten (10) years of progressive experience in functions related to program and project planning and development, policy and program development, and a minimum of four (4) years experience at a managerial level.

Equivalencies may be considered:

• A master's degree in public administration, Business Administration, Engineering, Planning, Natural Resources or Environmental Management and Minimum of eight (8) years of progressive experience in functions related to program and project planning and development, policy and program development, and a minimum of four (4) years experience at a managerial level.
• A diploma in Public Administration, Business Administration, Engineering, Planning, Natural Resources or Environmental Management and Minimum of Twelve (12) years of progressive experience in functions related to program and project planning and development, policy and program development, and a minimum of four (4) years experience at a managerial level.
